China city tiers and lack of ambulances
China has cities in different tiers. Tier 1 cities are the largest cities, then tier 2, tier 3. Cities in tier 3 and below cannot get ambulances to help people as either the personnel are sick, are afraid to work, or there are not enough of them who will work.
Doctors are seeing some “white lung” which causes breathing problems, but not a lot of it. Deaths are mostly in people age 65 and older.
