The assets for step 5 are already in place. Various state and police organizations have armored personnel carriers and automatic weapons to enforce policy.
Step 6 has already been started. The media uses fear to demonize those they do not like. The sheeple spontaneously join in.
Step 7: COVID camps are already in place in China and Australia.
