US Federal law prohibits mandating vaccines on people.

NOTE: In an earlier post I found a US Supreme Court decision from around 1905 (in the case of Jacobson) that said vaccines could be mandated. If this federal law is newer then I assume this federal law would override the US Supreme Court decision.
