In Grand Rapids, Michigan in order to vote you must 1) Be US Citizen (this must be a local ordinance as other states may allow non-citizens to vote.) 2) Must be a registered voter. 3) You cannot vote if you are serving a sentence in jail (this must also be a local ordinance as in general, you can vote unless you are a convicted felon, felons lose their right to vote for life.)
Meanwhile from a mailing I received from the State of Michigan, run by Democrat Gov Whitmer, it says: 1) You must be age 18 and a US citizen and resident of Michigan to vote. 2) If you have a past conviction you can vote (no mention of felons, notice the lying by omission). 3) If you are on parole you can vote. 4) If you are on probation you can vote. 5) If you are in or out of mail or waiting to be sentenced you can vote. 6) If you recently received or renewed a Michigan ID or driver's license you are registered to vote.
