Here are some different ways to take notes, that you can access from any browser can be really handy. There are several free tools to do this, both online and offline.
Self-contained HTML files
Feather wiki is smaller, self-contained wiki. It can be stored for free on https://tiddlyhost.com . Features: unlimited tags, nested pages, link other images from websites, customize appearance, publish it online and exclude pages from menus, https://feather.wiki/?page=about
Tiddlywiki is a free self-contained wiki with its own wiki language, but also a WYSIWYG interface. Features: tags, links to other wiki pages, links to external sites, images, customer macros, and more. https://tiddlywiki.com It can also be hosted for free on https://tiddlyhost.com Creating a blank wiki on Tiddlyhost is easier than putting your own up there. But there are limitations for some older Tiddlywiki files.
Free online wiki
A wiki is a great way of keeping track of notes from any computer that has a browser. https://miraheze.org has a free wiki. Just sign up and use it. It's available anywhere from online. I am not aware of any country restrictions except for communist countries (China, Vietnam, N Korea, and a few others.)
Online services
Dynalist.io is a free online site to make lists. Like a wiki. https://dynalist.io
Workflowy is similar https://workflowy.com is similar but is a pay service. Workflowy pricing: https://workflowy.com/pricing/ Free version has monthly bullet limit.
ADDED: The Brain note taking app, free and paid version. Cost about $180usd/year for the Pro version. https://thebrain.com
